Extending the Enterprise Through Sovereign Engineering

Twenty-seven years of contract engineering, since 1997, for medical devices, federal healthcare systems, and mission-critical architectures. We deliver verifiable technical outcomes, not billable headcount.

Code is abundant; accountable engineering is scarce. When LLMs make syntax generation cheap, technical risk shifts entirely to architecture that survives organizational turnover, deterministic verification and validation, closed-loop requirements-to-test traceability, and audit-grade regulatory evidence. We build and stand behind sovereign production systems.

Our Story

Netspective Communications was founded in 1997. For more than twenty-seven years the work has sat where technology meets regulation: medical devices, federal health systems, and life-sciences platforms, where software has to pass an inspection as well as run.

Generating code is now cheap. The hard part is everything around it: compliance, reliability, security, auditability, traceability, maintainability, scalability, and accountability. Those eight properties are what we are engaged to deliver, and what the sections below break down.

Our delivery model has changed with the industry, most recently to an AI-native approach run against a formal specification. The discipline underneath it has not: named accountability, evidence an auditor can inspect, and production ownership after go-live.

TIMELINE-SPEC: Twenty-Seven Years of Regulated Systems Engineering

Three Operating Principles

Engineering Sovereignty

Direct protocol boundaries, zero vendor lock-in, and full local control of database engines, audit stores, and infrastructure topologies.

  • Native platform defaults over opaque SDKs
  • The Disappearance Test applied to every dependency
  • First-party data ownership and restore verification

Operational Truth™

Continuous, queryable, machine-verifiable proof of actual system state — eliminating point-in-time compliance attestations that decay the moment they are signed.

  • Append-only, cryptographic event ledgers
  • NIST SP 800-137 continuous monitoring
  • Zero uninspected third-party telemetry sinks

Accountable Delivery

Single-engineer production ownership with named accountability, fixed engagement boundaries, and design documentation built for notified bodies.

  • Fixed-deliverable scopes, zero open-ended billing
  • Audit-defensible Design History Files (DHF)
  • Production ownership retained post go-live

The “Ilities” as Contract Deliverables

We reject generic claims like “we build reliable software.” Every engagement is contracted to deliver five checkable properties an auditor, notified body, or authorizing official inspects directly:

Compliance
Built into every sprint cycle, not back-filled before audit.
FDA QMSR · HIPAA BAA
Reliability
Deterministic runtimes, bounded latency, and failure containment.
SLO · FMEA Protocol
Security
Threat-modeled attack vectors and signed retest proof.
OWASP · NIST SSDF
Auditability
Append-only records with provable chain-of-custody.
WAL · 21 CFR Part 11
Traceability
Regenerable links from clinical need to unit test execution.
RTM · IEC 62304 §5

How We Deliver: The AI Workforce Operating Model

Netspective's delivery model is AI-Native: a single accountable production engineer working from a formal, version-controlled specification (GitHub SpecKit). An AI engineering harness executes bulk implementation, unit test suites, and documentation strictly against that specification.

Human expertise is encoded into reusable scorecards, risk thresholds, and compliance gates. Review scales without expanding payroll overhead or introducing junior handover defects.
